For example, you manually find and create your tier1 properties using manual work and Scrapebox etc.
Then once your tier1 is built you use something like GSA SER or UD to create tier2, or spin some content and source it using a program like Kontent Machine3 etc. etc.

A mix of both legit and automated SEO is what I believe grey hat SEO to be.
A pretty good way to run your SEO blueprint imo..

white hat ------ Gray Hat--------------Black Hat

Its a mix of white and black, Where you work manually for some portion of your link building and for rest you automate it.

Gray hat means nothing. There's nothing in between white and black hat, either you're white hat(buying adwords) or you're black hat(getting SEO to make you money). Anything in between is not a hat.

    This is correct.

Things are only Grey Hat until you have been caught/found out.

No such thing as grey hat. As soon as you mix in ANY blackhat, then your SEO becomes black hat, period.

Not a big believer in "black and white"

But if google catch you doing something they disapprove of then they will consider it BH no matter how obtuse their reasoning is.
Creating a link for a links sake and no other reason is Black Hat

Technically all SEO could be thought of Black Hat.
Think there are some safe havens?
    Nope
    Example
Guest Posting? = buying a link with content rather than cash. Hell get a pro to write your post for you then it is EXACTLY paying for a link with cash - and Google know this.

I prefer "Blue Hat". It's not my term, it's been around since just days after WH and Black hat were coined. It's just EFFECTIVE. It doesn't care about methods it cares about results

Black Hat prioritizes ease of method over quality of result
White Hat (while strictly a myth) is quality - but it must happen purely by accident
Blue Hat = Quality result by the most effective method regardless of what WH's say about the method.
Ignoring some of Google's edicts on method but following their guidelines quite closely as to the desired result. This isn't just the serp result, this is the user experience in terms of on content, site content and lack of spamming as well. The result for everyone.

My main gripe with Google is that they pronounce on method not result, even if method is 100% opaque and the result is 100% identical to one that followed their rules
The reason they do this is that - in the case of things like automation - the sad fact is you can't give some people any level of automation without them taking it just too fucking far and ruining it for everyone else.
The corollary is - if the result is 100% identical to 100~% manual SEO - they really can never tell
