Curacao licensed casino advertising with their own domain, how is it possible?

I've been looking through google for some ad copy ideas today and saw that roobet, a decent sized operator, but only licensed in Curacao (so no white google ads whatsoever) is covering their brand name with their main domain name. When i click through i get the actual site, so I'm wondering how's that possible? is there a possibility to show a completely different page to the bots, but on a domain they've indexed already for seo? they have a pretty vague copy, so i assume there must be something dodgy there, but what is it? :D does anyone have any ideas?

The ad copy description is screaming: Casino & Gambling but with good copywriting skills you can make a dummy site that matches the description and is compliant with GA policies. The rest is everyday cloaking.

Yeah the ad copy seems pretty vague, but i don't get how to show the real domain. if the account burns it means you wouldn't be able to show anything on the domain anymore right? i mean if they can't anyway it's not a huge loss, but it seems odd to me that they've gone full on with that if they decided not to care being flagged by google

yeah today i saw an ad for them with a generic .live domain
 
As far as I see their ad's are down.

Plenty of BH ad management services and account creators here. The cloaking script is pretty standard, the hardest part will be knowing how fast and far you can push your ads targeting and descriptions before burning account.
 
interesting piece of information i found is that this is not the operator running themselves, but somehow it's been hijacked by loads of affiliates as all links are different and sometimes they even take to different casinos, even though the domain is roobet.com. checking on semrush i can see they run worldwide and are probably spending a lot of money, so would be interesting if someone has some useful information on how this is even possible to be running for over 2 years now in countries including USA

Yes, in an effectively cloaked ad campaign, upon using a cloaker, the visitors (people who click on the ad), can be (re)directed to any website as set in the cloaker and that website (landing page) can even be any website that is not OR that even is already indexed on Google (via seo).

yeah i know that, but my question was slightly different. i'm asking more like how tf they are running google ads on their own domain, which is already indexed by google and i'm sure google knows it's a casino and they for sure can't advertise anywhere legally with their license from curacao

I lived in Curacao for 5 years, out of which I worked 1 year for an online betting company : there are LOTS of online casinos licensed in Curacao, by the way, as in Curacao it is not all that difficult for them to get their casino licenses.
And if that advertiser you've mentioned, does have a casino license (from Curacao), then yes, they can get specific approval from Google Ads to officially run their casino ads in Google Ads. So, that website or adcertiser you have mentioned may be cloaking OR may even be running their ads without cloaking upon getting their specific approval officially from Google Ads, to officially run their casino ads in Google Ads.
