i say definitely stay below 2.5

but i see that you are focusing on ctr so you will most likely get banned

if you are using adsense you should always focus on make your website better and get more traffic nothing else

a ctr around 2.5 might sound a little low but i have few hundred adsense sites in different niches and i can tell you that the natural ctr for a site that has a good ctr is someting around 3% maybe close to 4%.

A site that is not so good has definetly less than 2.5% ctr.

These numbers are quite reliable since i had these ctr's for 2 years or more on the websites and tons of traffic.

To stay in the guidelines you can have 3 ad blocks and and 3 link blocks on every page, not more.

My experience is that the 336x280 rectangle is the best, you will be fine with just having that on your page. It has the highest ctr, proven by the statistics.

CTR doesn't really matter. But your site does. If the team sees an unusual CTR & takes your site for review & if it's an autoblog/thin site then preobably ban! If an authority site with real stuff with several thousand pages indexed & legit traffic then you're safe!

So more CTR = More chances of a manual review.
