I have access to all creative cloud apps, which one is the best for a total noob to coding and programming

to build a website?

Just use WordPress. Find a decent theme. You can then just make use of photoshop to design some nice graphics for the site - header images and so on.

I don't think CC apps are used to build websites, they're used to design websites' content
