If I create link of my blog post in a forum comment, will it cause faster indexing on my blog post?

I'm not 100% sure, but I would say yes, and it doesn't matter if it's a nofollow link in my experience.

Even if the site are using something like a redirect page like: /outgoing.php?url=htttp:......

Google does still notice your site. But that doesn't mean it will give it more value, but it can find it for indexing.

I need it for indexing only not for the link juice.

Possibly but that page must be either indexed very quickly or already indexed and re-crawled often.

On history of the domain and how much search engines like it. Most popular forums will be good for this. Then interlinking, page should not be orphaned, ideally linked directly from homepage or few click away.

Lot of factors.
Off-page signals:
- number/quality of backlinks, site age, reffering domains and other factors that Google might count that makes "domain authority"

- how recent new backlinks are. A site with a lot of new backlinks created in short periods would mean it is covering some trending topic, which google might like to re crawl.

- page authority. Pages that are ranking or have ranked at the top might get recrawled more frequent.

On-page:
New content- Googlebot loves content. Large sites with frequently updated sitemaps might get higher crawl priorities and budget.

Crawl budget - well optimized sites that don't use too much crawl budget may get more frequent recrawling.

it does not take more time but depending upon your selected forum and their attitude towards work

It can definitely have some impact on faster indexing, but that's only if you post on forums that allow these kinds of activities and that won't ban you for placing links from your site, so you first need to read guidelines before you start doing it. Also, even if this is something that will be allowed you to do, if you will get faster indexing depends on more different things, such as the quality of your blog and site in general, its authority, the value of the content you are producing, the validity of links you are placing, and so on. This can be just a one-step in the process, but it won't guarantee you best results just by doing it.

If the forum is in high traffic and collects large number of active members, and the page of the forum are in quick google index, the links of blog you posted are more available for google index. At the same time, sure that the quality is great.
It is a great to get new page index depend on indexed page.
