Creating Huge Graphic

I was looking through the market place on this forum and I see big huge sales graphics like this one (just randomly picked this one):

I am just wondering what software have they used to create this? Could it be done with Photoshop?

Its created in photoshop,just change the file size when choosing new project.
also export it in the highest quality you can otherwise it will become too much pixelated
I will always choose vector based software like illustrator for creating Huge graphics but the effects can be easily achieved in photoshop.
So it will be a choice
