Hi All,

I'm new here, thanks to everyone who's posted. I've learned a lot.

I want to create a stealth Paypal account, which will:
- Receive $10k+ per month from users all over the world
- Will not be used for eBay
- Account will be emptied everyday to be converted to Bitcoin via online 3rd party services.
- Be accessed exclusively from a VPS with a dedicated IP

My questions is:
- Which country should I create the VPS & Paypal account from for the least amount of hassle?

But he is not asking which country IS asking for 1009-K, $20k/200 transactions, etc. like you, he wants to know this to NOT happens.

Of course US is number #1 from the end till the start to use such country, because if this mentioned above.

For answering OP's question - use a small unknown EU country that doesn't require a local bank acc to be added in order to be confirmed, only a VCC or a CC. This will save you from going to that country to create a bank acc (even if you go, you can't do that - we all know why).

Test yourself some other Asian countries as well, see which doesn't require a local bank acc. And that's it.

As for a BTC jobs - if you have transactions with notes like "btc", "exchange", "litecoins", "coins", OR the other's party transactions have in his history acc such words or anything related to that, you could get a trouble some day. You know - their database is smart, they analyze such things, wording, etc., so at anytime you could be asked for "suspicious activity", docs, ban. It's risky. But you could try, why now.
