So one of my sites got penalized as I mentioned in another thread, now I'm starting from 0 again and would like to know how can I create one safely without google relating the old penalized site with the new one? Basically, with no footprints that could get my new site penalized as well.

Use different hosting/IP, new GWT account, build high quality links (if you get hit by penguin previously), and unique content.

Don't make those 2 sites have anything in common.

No redirect, link from the same PBN, web 2.0s (or owner accounts), hosting, registrar (the least risky footprint) etc.

I wouldn't even use the same service providers for linkbuilding to be honest. Your link might land on the same sites.
