no I haven't promoted any smartlink offers till date and I am still yet undecided on it but one weeks time is really less to comment on the performance

How can you proof that your clicks are real clicks? Depending on your traffic source, you always have to deal with certain % of bot clicks.
If you don't make any conversion out of 3000 visits, then you either have bot traffic or the offer just sucks. In that case try other offers as @TheVigilante already suggested. Consider using a tracker to rotate offers and track which ones are converting, and cut the bad ones.

I have been using crakrevenue for a long time. They are good. It is one of the networks that counts all conversions.

It will work by using cookies I think, and niche is selected by you when you create smartlink. offers are auto optimized by checking cookies. and it is not much intelligent as you think.

Send your traffic to a few other networks and compare your results. Adverten, LosPollos, imonetizeit are a few you should try.

The problem might lie in the source of your traffic. It's hard to speculate with such little information to go off of, but if you want us to take a look at anything, we're here.
Do agree with this, there could be bot traffic mixed in or other factors at play
