Well, you can "convert" any freebie CPA offer into a 'Yes or No' voting offer if you create a html page, put a simple yes/no question on that page, and you also have to put a "yes" and a "no" button onto that page. Of course you link the buttons to the original freebie CPA offer, so when the visitor clicks on the yes or on the no button, he'll be taken to the freebie CPA offer page.

I've also heard good reviews of PollyFactory which allow you to whip up something like that in a matter of minutes. Haven't tried it yet, but it's definitely something I want to invest in eventually.
