Cpa Tracking.?

I've been looking around for a while. I finally have my site setup but i'd like to add cpa offer but i have no way of confirming individual sign ups. Is there a script or Server software that can confirm the sign up for me and tell me there email or atleast there ip.? I've look around and came up with nothing any insight is appericated!

also to add to my post above i want the software to track who signs up to the cpa offer i provide so i can create my own users. My own users will be signing up to the offers in return for prizes and what not.
