actually you're almost right with the exception that he won't be contacted in the vast majority of the cases, if he makes a habit out of it, his ass will be banned without notice, at least on most networks for sure, AMs are pretty busy and have better things to do than emailing fraudsters, he will notice it, when he won't be able to login to his account anymore lol, such activity clearly violates the TOS and doesn't require explanationLet me tell you exactly what will happen if you do this:
You will send conversions to your CPA network and at some point your affiliate manager is going to contact you and say that the back-end quality (i.e. how many people end up converting into paying customers after they've signed up) is bad and to halt that traffic source until you can improve its performance. If you continue sending this traffic, it is quite likely that your payments will be withheld.
A lot of CPA networks also have powerful behavioral analytics programs that can detect fraudulent activity and will flag your account, and you may lose all of your payments.
Give it a try, but I promise you it isn't worth it and it will just result in you getting flagged and blacklisted from networks.

The various filters that affiliate networks have for publishers will kick in, and get you in trouble. It's fraud, man. All you've got to do is ask whether those few $$ (that you may actually not even get paid) are worth this negative tangent? You may get away with $10 or $100, but you're going to run into the filters and security checks these networks have in place.
Point being, it's hard to raise money this way to start a serious business. You're much better off saving, doing some freelance work, or getting some tools and cheap deals (hosting, domains and whatnot) to get started.
you will end up losing opportunity!
Imagine 100% conversion rate.. sounds impossible..
Or even better idea: you put a niche, upload a video on youtube and drive traffic to it.
Here is the point , i'm not that stupid to show them 100% conversion rate !!
EXAMPLE :
-I will buy some cheap traffic to my offer (this is real traffic)
-Then i will get some clicks to my offer , let's say 100 clicks but 0 conversions .
-Now i will buy 5 cheap vps accounts from usa and register under my aff account , this will show 5 conversions , so at the total , that's 5% conversions .
What do you think ?
Well i just bought my vps and going to give this a try .
