If they publicly say they accept Craigslist traffic, they would have trouble making money from the advertisers.

hmmmm i think you could fly under the rader with the cpa network if you wouldnt go to greedy and onlyy send a few cl conversions every month or how could they know anyways if all of the cl traffic have to reply to your emails so its basically email traffic

If you take your time to contact few of of the CPAs you want to work with by email or more preferably on skype, I think you will find several companies to work with. Publicly many companies don't accept certain kinds of traffic, but when asked personally many will give you a go atleast to test and see if it works good for all parties involved
