It works like PPC. The higher number they put ($22), the more installs they're gonna get and possibly can demand higher traffic quality.iOS users are usually more valuable than Android users. If it were some other obscure apps or dating apps I would understand but tiktok, I don't know why they would pay such high CPI.
Nevertheless, a combination of location(US), OS(iOS) and action(app installation), typical results in higher CPA.
They might decrease and increase / enable / disable this offer on certain accounts depending on performance.
By default everyone gets that offer, but once they test your traffic, they might adjust.
