CPA banners that lead to something different than the banner says?

    I am running into a few of the lower payout email submits (1-2 dollars) with banners that don't lead to the product they say they will.
    For instance, a sleep aid banner that leads to a ePoll survey ad.
    (I saw another banner that led to a series of other offers before it got to what the banner said it was leading to)

    To me, does this mean that every time I send a person and they submit an email on an offer I get paid, or does it mean I don't get paid until the visitor slugs their way through all the bullshit and finally submits an email on what the banners promised them?

    I'm a little confused as to why the CPA network would allow this sort of thing, and as to why I anyone would promote it.

    well the banner will lead the person to the landing page where they answer a few random questions, but that not where you get paid. You get paid when the visitor lands on the offer page which is the what the banner advertised. when the person is on the offer page they have to sign up with their email etc. thats when you get paid.
