Do you mean hire people to get you leads?

Costs 0.5 per lead, but the problem is, it is very very hard to find a good person, tried it, made easy $200 with $30 investment, but it was very slow, then another time paid $200, the guy is delaying me etc, at least he got me $200 worth leads (owes me $300 more of leads though), and then I tried agian, the person is asking for 50% profit, and requires up front payment.
Plus some CPA don't allow you to get leads by freelancers from freelance, and many get fraud leads etc.

    Not too safe really.

Exactly what LukaB said. There is a risk when you're doing this, you need someone that is trusted and has a lot of vouches to his/her name.

And if you mean paying freelancers to fill out the offers for you that wont work. It will show in your conversion rates and youll get banned

Do not do that. It would ban your account, I lost my EWA account because of it =(. the guy told me they were legit leads, he made me $478 in 3 days. then I got an email saying I was suspended because of fraud leads. It was so hard to get into EWA and I lost my account for being dumb.

^ Instead of focusing all your attention on trying to cheat the system, add no value for the advertiser, the network, or yourself, why don't build a legit sustainable income source. Paying some Indian $5 for $10 of fake leads hardly seems like a long term proposition. In reality all you're doing is scamming the advertiser and hurting the network. Just don't do it. Its a waste of time...
