Check if they have a verified paypal.

    1) First you need somebody's email address...
    ( Let's use potato@potato.com as an example. )

    2) Go to PayPal, and log in

    3) Copy and paste this url: https://www.paypal.com/verified/pal=username@emailhost.com

    4) Replace "username@emailhost.com" with the person's email address
    ( In the example, it'd be https://www.paypal.com/verified/pal=potato@potato.com )

    5) The resulting page will show whether or not that email is linked to a verified PayPal account.
( It will show potato@potato.com is NOT Verified in bold, red letters. )

and if you are making a big deal like more than 100 dollars ask the person if you guys can talk on cam instead of of chatting on skype. If he declines (scammers don't want you to see them for oblivious reasons) chances are he is a scammer. He will make dumb excuses like he's laptop doesn't have a camera or even more far fetch excuses. If he does accept to be on cam, record and take pictures.

I don't have a laptop. Does that mean I gotta buy an external webcam?

If you are making a huge deal, is only fair that the person who is giving you the money sees the guy he is dealing with. I said 100 but in reality if the deal is 500 or more than a face to face conversation is must and If you don't have a external cam for your PC and you are making 500 dollar deal that is also a red flag. External cams are 10 dollars on ebay.

I never really have been scammed and I have done thousands of dollars worth of business
online without an issue. It really all comes down to due diligence. Saying that someone is
a scammer just because they do not feel like going on Cam every time they turn around
    is a huge generalization.

If I went on cam with every client I do business with then I would be on cam and not in business.
Are there times cam is nice? Yeah... However not all the time.
