I'm looking to open bank account in another country but I'm not sure which country is best. I'll appreciate if experience members can share countries where I can easily open a bank account as a non-resident and document they might request (I don't mind visiting the country). It'll also be a plus if I can also open a PayPal account in that country as non-resident.

Please advise and share your experience.

PS: I'm not trying to evade tax. I don't want to put my egg in one basket in case there is capital control. Rather than leave fund in one single bank, I want to keep money in multiple foreign banks.

You can try leupay in Luxemburg. They open your account, and when you verify your account(id, address etc)they send you debit card, that you can withdraw in ATM's worldwide.

Does an account with payoneer work like a real bank account?

no. most require the applicant to be resident. residence is mostly established by being an employee. @op likely wants jurisdictions that allow it on a tourist visa while sleeping in a hostel. the list is significantly smaller then
true. these are a new group of "free" internet-only IBAN banks. he could also try nemeabank. both based in malta. it is easy to get in with fake id too. just FYI.
no. simply no. not personal accounts at least.
this is a receiver number. it is not a bank account in any way
no and no. hit/miss at best. officially he needs to bring us$1282 to open it, and have two IDs one with a printed address. even then they may refuse if the ID is not based in hong kong
