Actually you don't need to hire a programmer to create this script.
Google "buy uber clone" and check the demo of each of these apps. :) buy the one you like most and if you need any modifications, hire a programmer for that. The cost of modifications depend upon how significant they are. The quora clone which I'm working on required some big modifications. There were some features which I wanted to remove and there were some which quora doesn't have and I wanted to add. It's around 30-35 days of work. and the developer asked for $700. I managed to bargain it down to $500. Your costs are unlikely to exceed this. Oh btw, the clone app should cost you another 200-300 usd max.

Edit: Just found few uber clones that are being sold for 3-10K usd. I would suggest you stay away for these sellers are these are clearly ripping off. You should be able to find a decent app in few hundred dollars. Just keep googling. :)

With tech like React Native (and Flutter coming onto the scene) around these days, this is less of a concern. Still very valid, but we have more WORA (Write Once, Run Anywhere) options in the app space now than ever before. They may not be extensive enough to fulfill every need of the app, but it should drastically cut down the cost of the app either way. Even if a couple key components need to be written specifically for Android and iOS separately, that's better than two entirely separate code bases.

Or, if feasible, go the Progressive Web App route. Uber did!

But still, 100% agree... make sure your listing states the need for multiple native applications. Preferably go for the guy who's going to use modern tech to save you money. React Native, for example, is especially tried and proven seeing as it's used by Facebook for their apps.

Or Xamarin.Forms which has been around quite a while. But I doubt any of the code you find on the internet is written platform independently.

Anyways people here seem to have weird expectations regarding programming costs. If you want an app that is easy to maintain (keeps costs down in the long run) and works well, you will need to pay up and not just go for the cheapest offer, because that will be wasted money.

I am aware of those solutions..but OP is not looking for someone to write it from scratch. He is looking to use already available scripts.
There is no gurantee these scripts has support for both of these platform.

Almost all of these scripts(codecanyon) use native code . not pwa, react or xamarine..
 
Btw. I don't want to hijack the thread, but do you guys know any website/platform where I can buy cloned Android or iOS games? CodeCanyon seem to have some, but kinda super cheap looking games.

It depends on where the developer lives, his degree, etc. I suggest to try to find new programmers on the Internet. I would say you can go as low as 500 - 1000 (but you might risk them trying to steal the idea).
 
I can tell a lot of advices here are hot garbage from people who never hired/outsourced to create an app or program in their life. The people you see on websites like Upwork or any freelancers websites are there to make money. For any app idea that gets posted, there will always be what I call "vultures". Companies/individuals that takes advantages of newbies like yourself. They will give you promises to deliver for your unrealistic expectations. They get the money, you get crap.

It depends a lot what functionalities do you want in the app and the goals you are trying to achieve. Are you actually looking to be the next "uber for country x"? Are you looking to create a startup?

There's so much logistics and variables involve. It's really difficult to gauge the price without you literally listing the specific needs you want in the app (goals, technology stacks, database, scale, ios/android, etc). You either need to know how to hire people or get someone that can vet your freelancers for you. Otherwise, you might as well burn money.
