Can i create a Tshirt based on a music video? If the owner of the video dont like the idea i had,he could take legal actions on me?
 
Depends on what country you and the musician are in, and what exactly you're planning to put on the t-shirt.

Some countries don't recognise the copyright of people and businesses in others. For example, the USA and Russia both don't recognise that of each other's citizens.

If you're planning to put original work on the t-shirt, that doesn't use the brand name or an image of the artist, then you're probably not infringing rights. The litmus test is whether you are aiming to profit from the brand of the artist.

You can't give the impression it's endorsed by the artist and you also are stealing someone's vector, back to the drawing board as they say
 
Try to contact him. If he already copyrighted that vector then you can't use that

As @blogzandstuff says, if you use his artwork and his song title, you're trying to benefit from his work, which would be copyright infringement.

Whether you can do that depends on whether the country you're in recognises the copyright of the people of the country of the artist.

You'd be safer not using it so blatantly. But you could also take the risk. Is the artist likely to see your t-shirt and track you down?

Some use websherrif, that's how 2 bloggers got sued for a million dollars each for using an image of prince without permission

Wrong, both the US and Russia signed Berne, UCC Geneva and UCC Paris as well as TRIPS and WCT. Something that is copyrighted in Russia is copyrighted in the USA and vice versa.

I apologise, you're right in that Russia does respect US copyright. It signed up to WIPO in 2008.

My experience was of using AllOfMP3 back pre-2007. It was a grey area then.

Yes they can take action against you. But let me tell you, they will not think about this small matter.
If they take action against you then then your product will be broadcasted, your sales will be increased. And above all you will get huge marketing at free of cost.

But try to select some most popular video like: Despacito ; so that media take interest on you.
 
In New-zealand you have to prove that you lost money before you can Sue someone

If the sales increase then op will be liable. Anyway many artists are careful with who can licence their image/name

That just doesn't sound right.

The purpose of the court is to decide who is right. When you sue someone, you both go to a court and the judge decides who is right and what one person owes the other.
