I have yet to receive 1 credit from copeac to my account, even dry test leads on simple email submits, could it be because i havent submitted my tax info yet?

Copeac are one of the worst CPA networks for scrubbing. Try submit another test lead and see what happens if that does not work try a different offer.

Are they only shaving for email submits or other offers too? I am promoting offers that needs cc to signup, will they shave that too?

Is it copec or the affiliate program? I have noticed that since the US economy stated to tank that a higher percentage of leads are being scrubbed

Before 2-3 months I promoted biz opp offers with first name, L name and phone number. They converted better that their email offers  Yesterday I ask one friend to test some offers for me : from 4 different offers completed only 1 got credited ..

    Just terrible !!!

I'm having a similar problem for a long time with COPEAC. They shave leads then AM contacts and asks "Why conversions are too low?" of course i cant say "ask yourself". :D

Copeac is horrible. They don't have live updates. It's so laggy. The AM's lie all the time.

For any CPA offer you need unique/junk traffic. It balances the ratio between Hits and Actions.

I just ran a campaign with them using identicle methods I ran with rocket profits. I was getting about 1-5 conversions. This is via PPC advertising. I checked my Copeac stats. I had 55 clicks and NO CONVERSIONS! Goose egg... I stopped my campaign and this was 2 days ago. Still no conversions today. I KNOW THIS CONVERTS. Its an almost identicle offer I was running on rocket profit. Email submit...

I do not recommend these guys...
