The only way I can think of is to use content syndication networks.. Its cheaper than adwords etc but you still pay for clicks... Does it also give a do follow link - I'm not sure, but doubt it... Does it provide traffic - yes! Try something like outbrain, zemanta, simple reach, ... etc. There are quite a few of them... Basically with this approach your link is shown at the end of an article say on forbes, cnn, etc as further reading ...
I know someone who can post there but it cost tons of money per post. Pm me if you are interested.

I have seen some service providers offer that, expect to invest quite a bit. The content quality will need to be exceptional.

There are writers that can do this, but honestly you need to actually have a real story and a real website. Most of these guys aren't going to put their neck out on the line for you and risk their jobs. Also it typically needs to pass their editor's desk.
People are clueless about how this works. They think they can just submit an article and the writer is going to just slap it up. If they did this they would get clipped in 5 seconds. There are often several editors that a story has to go through before it is published. They will often remove links that appear suspect. They aren't stupid. They know the game.
If the site being linked to isn't worthy of being linked to it gets removed. It often takes a very creative angle to get some sites mentioned and linked. This takes time to write a piece around it in a way that can include it naturally. This takes time. Time costs money. That is why a single link can cost $1,000 - $1,500. For a new SaaS that can get introduced to thousands of business owners that might potentially sign up for a trial of the software and becomes long term customers - yes, it is worth it. For a site that is trying to make money from ads or selling affiliate products - no, not worth it (and they won't get accepted anyway).
There are some providers but its not cheap.
