Hey guys I have a campaign in the Content Network with about 3600 keywords...I have slowly been increasing the max bids in an effort to get more impressions....My average ad placement is 1.4...All of the cpc settings are now increased to 15 cents a click (Max, Managed Placement and Default)

    Any more ideas?

How many keywords are you using per adgroup? Too many can limit the amount of sites you will match up to. The key is to have narrow, tightly focused keywords within each adgroup.

Content matching is based on themes, taking into consideration your adgroup name and the keywords within, and having too many makes it confusing as to what the common theme is, thus limiting your exposure to content network sites.

Also, generally longer tail keywords aren't necessarily needed, 2 to 3 word keywords generally work best. I would say no more than 5-10 per adgroup, depending how narrowly focused you want your content matching to be - the less keywords, the broader the match will be.
