Constant Fluctuations - The Norm Post Penguin 4.0?

It's no secret that throughout September & October rankings were seeing major fluctuations, which was a prelude to Penguin 4.0.

I am still seeing this level of fluctuations on one of my own sites. I can be position 9 on the morning, then 15 a few hours later, then 10, 12 and finish up on 9 across a couple of my main terms.

Im seeing competitor domains pop onto page 1 between ranking position 2-4 to then be out of the top 30 later in the day.

Is this going to be "the norm" going forward now?

Also - in regards to link building post penguin 4.0 - is building manual super web 2.0 and manually writing unique content as tier 1 links and then using GSA for tier 2/3 still a viable option?

I also see this, just my jumping range is much wider. I was in top5 before penguin launched and now it fluctuates from first page to third or even fifth. Besides that, I see pure spam popping in top10 and going away after few hours.
It looks like penguin is still in motion.

Another anomaly is that cache date of my homepage is a month old, this is odd.
