Confusing-still not able to rank on the keywords I wanted, should I use Xrumer ?

    Hi there,
    It has been a while since I try to rank a few keywords (I manage to select few keywords based on Market Samurai with low competition). I do get some ranks on those keywords, but it seemed that my site not generate any sales for me. Then I hope to rank for a better keywords. But it seemed that I am bit confusing now. So what is the most important factors or things I should do to get a site rank with the keywords i am targeting? Backlinks ? One of my sites is using asp and php to write the code so I also think whether there will be any issues with onpage optimizing? Anyone can share a bit of your idea or any good toosl to used with?
    I do have a scrapbebox. People also talk about link wheel, should I do it? On this tools or link wheel, what will be the exact things that I should do with it?
    I do have three stafffs working together with me (one is the technical guy and the rest of two now focus on seo). If you are me, what would you propose and arrange jobs for them to make our campaign effective? Or using certain tools or outsource? I have been thinking whether I should buy xrumer to start blasting it (but I think the list is also important ).
    A SEO guy come to me and said he wanted me to pay him USD800 upfront for the jobs and then need to take 10% of my total turnover after getting sales. I think it is bit demanding. But I do consider it if I cant make it myself. But I still hope that I can get this done myself as I am not going to build only one site.
    In addition, I wonder if anyone here has any experience about baidu - china search engines? it seemed that the ranking alg is difference from google.
    I would really appreciate for your advice on how should I getting things organized a bit.

    If someone who is good at SEO (White & blackhat) and is also considering of setting up your team at Asia, especially China, I do hope can work with you as well. We can be on JV or profit sharing if you help to manage the team. We have lot of resources here but need the right one to work with.
