Get the free trial of market samurai and do some keyword research. Find a good micro niche (plenty of good threads here on how to do that).
Buy hosting from hostgator (approx $6 a month) and a domain name from namecheap or godaddy (you should be able to find a coupon to get it cheap for the 1st year). Get a .com .org or .net. If you're really strapped for cash you can get free hosting and a .info, but not really worth the few extra $'s you'd save in my opinion.
Set up wordpress and then write your own content (or outsource if you can afford it). Basically as much content as possible, but try aim for at least once a week.
Monetize with adsense, amazon affiliates, clickbank or CPA offers, that's all quite easy to start with.
Do back linking (plenty of threads on this as well). Start with manual back links, when you can afford it buy some automated tools.
I'd suggest reading an ebook like fatcat blueprint if you're still lost on where and how to start.
