Is it possible to somehow configure Tor to use USA-based proxies only? If not, does anyone know of another multi-proxy program out there that's any good?

There are multi-proxy programs out there. I can't tell you them off hand, there is a good firefox plugin (can't remember the name) that switches proxies for you that isn't TOR related. You can use Access Diver which is a free script and there are several others that tell you where your proxy is from. You can try Charon which is a favorite in the proxy circles, I can't vouch for it since I haven't used it in about a year. I like Access Diver because I've been using it for about 5 years off and on.

I was reading recently that someone was actively developing a toolset for TOR to allow it to be configured by Country; exactly what most folks want. I can't remember the tool though --sorry.

You can get the fresh exitnodes list daily at proxy.org/tor.shtml

Use excel to filter the exitnode servers.

Sounds more like you answered his question in regards to proxy judges, not how to configure tor for USA only..
