Concurrent Connections (What does that mean)?

Yahoo SMTP servers state they only accept 20 Concurrent connections at a time. Does that mean we can only open up a maximum of 20 connections at a time from one IP address to send mail?

I thought mail went out one by one when sending it vs. making 20 connections at a time?
