Ok so I just built a new computer today and when I start it up the screen stays black not booting into bios and all the fans are spinning but nothing happens. However the one odd thing is that the graphics card fans stop spinning after like 20 seconds or so and then start back up as if the pc is restarting and spins loud for bit before steadying out and the stopping again and starting back up again.

What does this mean ? I have double checked everything cant figure out what's wrong.

Something definitely wrong with your graphics card. Any red lights blinking on the card?

Before I offer any advice or possible issues, double check to make sure the fan on top of the CPU is working, the CPU over heating would most definitely cause the issue you're running in to. Also, how many graphics cards are you running? Another possible problem is you not having a powerful enough power supply. Unfortunately, you're not providing too much information so I'd like to isolate these as potential problems.

Are the HDD or other indicators flash? You could try discharging the power supply by unplugging it and leaving it for sometime and keep holding the power button for few seconds to drain. Also try cleaning the CMOS before you boot again.
