Competitors Backlinks Same Ip Address

I have a competitors who's top for the keyword Im targeting, anyway i have noticed alot of his High Page Ranks backlinks are coming from the exact same IP Address, would this be considered 'bad' in google eyes, and most likely wont be adding to the sites link juice?

According to Google, they don't penalize the outbound of sites, nor reduce the value of inbound links for not having dedicated IP addresses. They say that if hosts have properly established their DNS zones, they will only parse by fully qualified domain names (FQDN), not IP address. I don't personally believe them, but it's hard to isolate just one variable. I imagine that it is not a serious penalty and that if the linking content had high quality scores and low resemblance scores, the penalty would be negligible.
