Competitor has sent me thousands of bad backlinks

Five years ago or so, one of our competitors (probably) sent us thousands of bad backlinks. Mostly with keywords nothing to do with the products we sell (keyword used was superdry hoodies, we are not in that industry). We have created a few different disavow files over the years but it seems the links just keep coming, as well as thousands of spammy emails and fake account sign ups. Just getting harder to keep on top of it all.

Anyone any suggestions or recommendations on a service to review our backlinks and create a good disavow file? We have tried a few different sellers on fiverr all presumably using a service like link detox. The first time it worked really well but last couple of times seemed to have a negative effect.
