I got a competitor exchanging links for his services. It's mentioned right on the webpage so they're not trying to hide it. "Link to us and get this service for free etc. etc." so they are 100% gaming rankings. So far it has brought them about 500 links of which most seem like quality links and they're nicely positioned in serps.
I have reported them twice this year to Google and nothing happens.
Ideas?
