Can you tell which SEO was applied to the domain of a competitor's site to see if it was ranked fast and ranked at the top?

ping john Mueller. he has such tools that provide an insight on why a site got ranked at the top. he is a nice guy and will let you use his tool.

To answer your question, the best you could do is check your competitor's backlinks, when backlinks were created, ranking posts, when the posts started ranking, the kind of backlinks they use etc etc. There's no effective way at least to the best of my knowledge, to know exactly what you're asking. I guess that's why you were directed to John Mueller.

Do check his content quality/length, number of pages/posts, silo structure & interlinking for the website on-page,
If he ranked up recently without making any notable on-page changes, it could be out of 2 reasons,
either he was positively affected by the recent update(s) or he did build some new decent links (depends on the competition),
You can check the links using some tool like Ahrefs, although, it won't help pretty much if he's using some hidden PBN,
You can then give it some time to be crawled by Bing and do check/find them out using their backlinks analysis tool
