Competitive ranking with duplicate content...

I am doing BH Niches and this guy literally all he does is copy paste the EXACT same text of 600-700 words and change the niche keyword to the new keyword and posts it and somehow he still ranks on a 3 month old site.

Does this mean duplicate content is fine as long as it comes from the same domain?

Duplicated content can work and it can fail...!

I've read people saying that whoever has his site indexed will be the "original" publisher of the content. There was also a way I believe to make sure your copy was somehow marked as the original for search engines. It had somethign to do with cannonical stuff. I'm not sure on that.
