Which panel is the best bang for the buck (even with 3 min retention views)?

Truview ads from what I've been seeing; targeting a third world country and I've seen some people get crazy watch time and tens of thousands of views for cheap.
 
That's exactly what I've been doing and getting views for less than half a cent.

And yet you have some retards who say that paid ads don't count for watch hours...
