What commenting systems (Wordpress, disqus, drupal, etc) allow html tags and links in comments? Suppose I want to post a link with a keyword in a manual comment then how will I know whether that commenting system accepts html?

very few hopefully... Cross site scripting will get you exploited and de-indexed in a hurry. Only poorly made homemade commenting systems will let you do that.

You don't get to input the HTML... if the system detects a link the system makes it clickable.
