let say you promote like investment on stocks course

you will go find hash tag stocks? and promote those people into stocks? first option

or you go find random people means they don't know stock but maybe interest? 2nd option

seem like the 2nd option is more correct?

partly because if you go for those already in stocks, they also promote course on stock is like don't serve any purpose?
But I see most sucessful one they aim target like the first option rather than the 2nd option ?

Second option is not that good of an option due to the fact that your are not qualifying/targeting the audience. You are throwing something on the wall and hoping something will stick. Well then you will have to through a whole lot on the wall for something to stick.
