Combining Ad Sets

Facebook recommended to combine the my ad sets. I had 2 ad sets ( video and carousel) each with two ads with different text. Video had a lower cost of conversion. Following the combination recommendation, I know have all 4 ads in one ad set that I called ‘video + carousel’.

Was the combination correct, or shouldn’t I have included all 4 ads?
