Never heard of this company before but unless they have any specific Terms & Conditions saying that you need to renew for a 2nd year you'll be OK either way as you can just transfer the domain on to a different registrar before the renewal date.

it works. just purchased one and will transfer later to godaddy to avoid the real price for 2nd year.

I guess, they allow transfer after 60 days from the registration as per the rule.
Renewal cost might be $14+, since it says 1st year just $0.99, save $13.10.
