create a WH campaign for campaign warmups.

I heard use White Page, New domain at this time.

So I heard making a White Page

Can't I just use a cloaker and send a bot to White Page? not owned me.

It's best to create your own WH page, the vetting mechanism is very strict these days

Create your own white page, and adding a privacy policy at the end of the page is an important factor for Google.

You can always do that but that would be the lazy route.

What would be a better suggestion is try to generate/create your own page, also be aware as copying a page from someone else won't be good as well as google can easily detect that.

And how are you going to redirect the traffic from your real visitors if you do not own the page?

1. Cloaking my domain to move the bot to a white page owned by others.
2. Set my own white page address to the Google Search Ads address.
3. Isn't the bot being moved to a white page owned by others during the review period?

I think you are pretty confused about what cloaking is and how it is done. What you explain here makes 0 sense.
