Most Affiliate Networks expect a realistic CTR of 2 to 5%. As an example, if you are cookie stuffing EPN, if you stuff 50 visitors, you would need to show EPN between 1000 to 1300 impressions (if you are using say their widgets) to look natural.
Now, be careful if you are buying cheap traffic to cover your tracks, since most of cheap traffics wont actually register hits as they promise. So make sure you test before you do anything shady.
If we are dealing with CPA Networks the same concept applies, you want a realistic CTR of 2 to 5%. Of course this applies to any blackhat thing you may be doing, like filling your own offers, or whatever.

CTR = Click Through Ratio -> Its the percentage of ads clicked based on number of impressions. Take for example Google Adwords. If you ads get displayed on Google 1000 times (1000 impressions), and they get clicked 10 times, your click through ratio (CTR) is 1% . Got the drift?
Also what is the need to buy traffic to keep ctr low?
can you explain this in terms of affiliate programs? thanx

If you are using any black hat methods to make money (cookie stuffing, used as an example above), you would want to send traffic so that everything looks natural. If you are generating clicks using BH (cookie stuffing), and the network sees you sending an unbelievable amount of clicks but no banner impressions, it wont make much sense will it?
