Is there a way to filter and delete individual effects, filters, or sample videos that have been downloaded directly within the TikTok app

The message history and saved items will automatically sync back in full, right?

Depending on your phone it can log you out and reset TikTok’s local settings and stored files. The biggest thing to watch out for is draft videos they may be deleted if they’re stored locally on your device.

Just go ahead and delete it. the data won't be affected at all.

Deleting data on tiktok simply removes the parts you no longer need to keep. it won't have any negative impact.
