The guide says hiring someone with little computer knowledge. If they are on craigslist looking for a job, and you convince them your job is their best option, of course they will. If you are offering $14/hour, they think they will make the money back within a few hours. Of course not everyone will do it, but it's worth a try. Keep it professional and convincing and hopefully people buy-in to it.

Let's say post an ad for a product or job, let them email you, tell them to visit "http of choice", put in your email/name/whatever else and you will be sent further instructions? Nothing to buy for them, but a nice little profit for you?

Yes, pretty much. You can probably go a few diffent ways of doing this, but that will lead to a same result.
Yes, I think you can find email submits that pay around $1.5-2.00 per. Probably could set an autoresponder too, and make it a bit automated.
