This tool pretty much does what I explained above but in bulk and, on top of that, it appears they also use another search operator (inurl) to check the URLs.isindexed.com ?
I've honestly been looking for one that actually works everytime for years. I always get blocked with Scrapebox. I've tried everything. Gave up years ago. Too much time wasted on checking if links were indexed that could've been spent building new links.

If you mean a specific URL there´s no need for any tool, just run a search in google for that URL using the operator "site:" (without the quotation marks).
This is assuming you don´t have access to that property GSC.
For example, if I wanted to check if this post´s URL was already indexed by Google after being published 54mins ago all I have to do is this...

As you can see, it has been already indexed by Google.
The weird part is, it says "in 7 hours" and I have no idea what that means. Perhaps it has to do with all the indexation issues Google has been displaying in the past few months.

The services you´re referring to are to index your links NOT to check whether or not they are indexed. The seller might be using the tool to bulk check the effectiveness of his work given the fact he claims to have an up to 90%+ success rate indexing links.
On the other hand, I did a little more research on this topic as I was almost to 100% sure there has to be some sort of script that can be run and do this for free. This is a pretty easy and common task and Python would be perfect for this.
What did I find?
There´s actually something here from almost 4 years ago that does this on a simple Google sheet while running a simple script code...
