Yea I am trying to build a list in a certain niche. I wanted to know what is the cheapest white hat way to build a list. I know how to hit these guys once I gain their trust but when in the beginning what is the cheapest way to get subscribers to my newsletter.

I want to maximize profits at all costs. I heard ppv is good or maybe CPM on one of the big three ?

Honestly, the cheapest way is going to come down to which one you're best at.

If you're great at google PPC, you'll have high CTRs and your CPCs will decrease, which will minimize your cost per acquisition.

Same with facebook, or any other display platform, if you can create targeted, high CTR ads, you can switch from CPC to CPM which will make your effective cost per click tiny.

I'm not too big on CPV, but from folks that I know that are, the learning curve is sufficiently steep so don't go there unless you're ready for a substantial investment of time and possibly money.

If you are ranking well Search Engine wise, give away something for free on your site. An article, ebook, course, etc. You can make it in a few hours. I know you have a newsletter, but give them something on top of that.

Give away the free program, in exchange for an email, and just have aweber grab it.

If you are not ranked well. Try and get someone else in your niche to drive traffic to your blog. Give them a reason to mention you in a post. Have them promote something to their list. Etc.

I would suggest CPC, unless you can write a very compelling offer in a CPM ad. Also check fiverr for some advertising people. They can email lists, promote sites to their groups, and a ton of other things (all for only $5). Good luck.
