TrafficJunky or PropellerAds can give cheap English impressions with some low-quality traffic mixed in.
 
popads or admaven are perfect for this, super cheap and you can filter for english speaking geos only.
 
Use PopAds or PropellerAds for Popunder traffic; it's the cheapest way to flood impressions and tank your CTR.
 
You can also try ExoClick or TrafficStars, they give cheap English impressions and let some low-quality traffic slip through to lower CTR.
 
try netwoks like adstera or popads for high-volume "junk" impressions becuse they are the cheapst way to dilute your ctr with real english-speking traffic.

try popads or propellerads, you can get pop traffic for dirt cheap to dilute yor ctr. just target tier 3 if you want it real cheap but even us/uk pops are way cheaper than search. you using a tracker to filter the bots?
 
Consider TubeTraffic. Communication with them was always good, I'm sure they could supply english speaking traffic.
They have some strict policies for what ads your can be on the destination website (where you want to send traffic) but they communicate it clearly.
 
all things are different, if you only want to look for lower your ctr and dont care it is fake or real traffic.
It can be done at pretty cheap rate. Buying only fake visitors.
However if you are using some ads network on your website. It is not good. it can get you banned from fake proxies traffic
