Cheap Social Bookmarking or other options.

Hello everyone!

I'm creating some backup pages and the current moment and I need some cheap and powerful links but they should be as white as possible.

I'm not looking to spam, comment blogs.
My intention is to:
a) Pay someone to perform a complex social bookmarking (100+ sites)
b) Buy some cheap PR4+ links from non-farm pages

What do you recommend for these two options?

(I will be still doing SE Nuke manually for those pages, and will be using Adder 6 software to get a lot of backlinks but I need more).

Also, I need to add like 500 seperate domains so I'm looking for very cheap services
