Categories or Tags

I am currently building on a directory page and was wondering what is better to use
Categories or Tags?
Or Both?
And if both then which content should go into categories and which should be tagged?
 
I don't use either. Tags are definitely a nope and categories aren't a miracle either. All it leads to is tons of duplicate content. If you want to use either of those, definitely set both categories and tags as noindex in Yoast settings. Unless you are planning to put some content on each of those category and tag pages.
 
It is best to categorize IF you want to make it more organized and you have stacks of stuff on your website. I use tags to comply with Yoast, doesn't do me any damage.
 
Use categories for making your website look organized and also it helps the user to go through to their interested niche only.

It's better to categorize the articles based on their department(Niche).

regarding the silo would you rather focus your silo pages on main keywords or better on the locations ??
 
For a directory, I use categories for the Silo's and locations for internal search. The location in my instance is a tag. I have about 65k listings, which Google is still indexing but I am showing up for both search term + location, and listing name, in SERPs so seems to be fine.

Other sites I disable categories in Yoast (disabled in all Amazon affiliate sites). Other sites, I need them because of the theme design and type of site (informational).

I am using wordpress pages for the silo pages,

the question is
silo page = main keyword > location > pages with sub keywords including location
or
silo page = location > pages with sub keywords including location

or is it keyword stuffing if I use pages with sub keyword and repeat location? I mean is the repeating the location an issue ?

I think both have its features and functionality, for instance, a category would allow you to list all related content according to that category - primary or sub category.
But for tags, that's most probably detailing what that content is all about - although tags also have their own groupings, but it does not group into a primary/sub category structure.
Tags should have its keyword cloud-tag, but I don't think category has this feature.
Basically, I think both have its advantages and disadvantages, and I believe both should be used, for its specific purposes and functionality - thus proper planning would be required to achieve that.
 
Creating Tag is an Art, Tags combination helps to make searchers to reach your blog or website or content. Mix your tag along with city and state also adds value.
