Can't understand why only small % of accounts unghost after creation?

I can't figure out why this is? when I am doing the exact same thing for all of them. Why do just a couple of them unghost and the majority just stay as dead weights? I didn't do anything different I can tell from the ones that ghost vs the couple that unghost.
