Can't signup for new account?

Few minutes ago i was trying to signup for new account on YT, and what i got in response "Sorry. Based on the information you have submitted to us, you are ineligible to register for YouTube.com." Ive already own few accounts, and i had no probles with registration before ((
Do you know how to solve this problem\ override?

Did the same using US anonym proxy, msg is the same . WTF?!
